If You Don't Have Icon Collection File, PHP Source File, or Database Configuration File Software Installed
In order to open your PHL file, you will have to download Icon Collection File, PHP Source File, Database Configuration File, or another similar software package.
If Your Computer is Not Configured to Open PHL Files
If you have the relevant software, but your computer still won't open the software, you will have to change the file associations on Windows or Mac. Depending on your operating system, you can ensure that your computer always open PHL files using Icon Collection File, PHP Source File, Database Configuration File, or another program of your choice that uses PHL files.

If the PHL File is Corrupt
In some instances, you may receive an error message stating that the file is corrupt. If you have tried all of the above, and it still doesn't work, download or request a new copy to see if that works.
